Joseph F. Balac, Jr.

Executive Vice President, General Counsel, and Secretary

Mr. Balac has 18 years of experience in contract law, risk management, and mergers and acquisitions, and has served as corporate counsel and in a senior role for a number of privately held and public corporations. He has significant domestic and international experience negotiating deals within the IT, telecommunications, construction, engineering, manufacturing, energy, and health consulting industries within the federal and commercial marketplaces. He has been a team or lead member in numerous due diligence/negotiation teams, which have accomplished more than $1 billion in acquisitions. He has been a senior member of the management staff inserted into a number of these acquisitions. Mr. Balac has gained a broad tactical experience through building departments within a number of corporations and by serving as the president of a division of a large public corporation.

Mr. Balac is admitted to the Maryland bar and the U.S. Court of Appeals, 4th Circuit, and is a member of the American Bar Association (Public Contract Law Section), the National Contract Management Association, and the Risk and Insurance Management Society. He has been a frequent speaker to industry and government officials on environmental law, risk management, and contract liability issues. As a member of Fulcrum's executive group, he contributes to the strategic planning and day-to-day management of the company. While at Fulcrum he has been responsible for legal, contracts, mergers and aquisitions, pricing, bids and proposals, program management, risk management, and human resources. He has been Fulcrum's corporate secretary for the past five years and a member of the Board of Directors for the past four years. Mr. Balac is active within industry groups and public forums that influence government regulations in order to enhance Fulcrum's position in government contracting. He represents Fulcrum on technical contractual issues for the Washington Technology Council.
